Responsibilities for this Position

The Industrial Security Office is looking an Information Security Specialist with Communications Security (COMSEC) Manager experience.

This individual will be responsible in managing a National Security Agency (NSA) COMSEC account and will provide support with the industrial security requirements of the 32 CFR 117 - National Industrial Security Program Operating Manual (NISPOM Rule).

This position requires an industrial security professional with a vast array of experience in physical security, communications security and safeguarding requirements of classified material (e.g. CCI, UNCLAS, CON, Secret, etc.) and will provide assistance on a wide range of security related issues.

The candidate will assist the COMSEC Manager with all responsibilities that will include, but are not limited to:

• Managing the COMSEC program in accordance with NSA/CSS policy Manual 3-16 and other government regulations
• Implementing and overseeing procedures to maintain mandatory government compliance and accountability standards for Controlled Cryptographic Items (CCI) materials
• Responsible for ordering, tracking, receiving, issuing, accounting for, safeguarding, and destroying all COMSEC material
• Overseeing and assisting eight (8) Local Element Accounts with routine COMSEC maintenance, training and auditing.
• Conducting periodic and government mandated inspections, inventories, and audits of all COMSEC material
• Maintaining detailed knowledge of cryptographic procedures including use of key loading devices (SKL), the Key Management Infrastructure (KMI) and Electronic Keying Management System (EKMS), STE and Viper phones
• Administration of COMSEC accounting material control using Distributed INFOSEC Account (DIAS) and Key management (KMI) systems
• Providing support to compliance activities and the FSO during inspections by cognizant security agencies
• Investigate, document, and report all COMSEC incident reports to applicable government sponsoring agencies
• Performing courier duties for COMSEC material and equipment to provide support to off-site locations
• Remaining compliant with all NSA and other government agency guidance and training requirements related to COMSEC
• Developing and maintaining the process and procedures to ensure briefings and training of all COMSEC and Crypto personnel are within compliance
• Preparation for semi-annual NSA audits
• Traveling to our Off-Site Locations for installation

Weekly Duties:

• COMSEC Device Maintenance with CPITT, PMW 770 NAVSEA, NSA and EB COMSEC personnel.
• Disposition of failed COMSEC equipment through the PMW770 office.
• Electronic Rekeying of Seven (7) different Classified Networks
• Finalizing the SIPR Roll out for EB
• Assisting the NATO briefing program, to brief users.
• Semi-Annual Inventory Report AND Semi-Annual Self-Inspection
• Helping to establish tracking systems for the CLB COMSEC program.

Required:

• High School Diploma or GED
• 10+ years of Communications Security experience
• US Citizenship and the ability to obtain a Final DoD Top Secret security clearance.
• Formal Key Management Infrastructure (KMI) Training
• Ability to complete COMSEC Account Manager Training
• Ability to use various Microsoft programs (Word, Excel, and Access)
• Ability to lift / carry up to 60 lbs.
  

Preferred Qualifications:

• Working Knowledge of CMS-1(Series) and NSA 3-16
• Working knowledge of the 32 CFR 117 - National Industrial Security Program Operating Manual (NISPOM) Rule.
• Prior Military Service
• Excellent written and verbal communication skills
• Knowledge of the Groton Shipyard and all EB Off-Site Locations.
